Community e-mail group:   Windsor Knolls residents may elect to receive notices via the volunteer based community e-mail group. This e-mail group is managed by a Windsor Knolls resident & typically includes notices about community events and items for sale.  

This service is not managed by the HOA, Board of Directors or APM and holds responsibility for its distribution, content or claims. 

If you would like to join the email group, submit your request to join by contacting APM Property Management using the Contact Us link above.  Please include your name, address and email and it will be forwarded to the e-mail group manager.

For electrical outages and emergencies, available 24 hours a day. For information, business and account calls, call between 7 a.m. and 6 p.m. Monday through Friday. Architectural Changes:

Approval is required prior to making exterior changes to your home and property. Projects needing approval include installation or changing: decks, sheds, patios, walkways, play equipment, paint colors, siding colors, shingle colors, driveways, and more. Please consult your Association Documents or e-mail or call the property manager at apm3@starpower.net or 301-528-9100. Adherence to the AERC review process and enforcement of existing guidelines is necessary. The management company is responsible for alerting the owners and the Board of violations to help protect the aesthetic atmosphere and property values. Please note that per the Association Guidelines, the review process may take up to 60 days. Please submit your applications in time for the review to be done before your contractors are scheduled to begin.  

Street Lights:

Report street light outages (using closest address and pole number) to Potomac Edison at 800-255-3443.

Windsor Knolls Public Roads:  

Contact the Dept. Of Public Works and Transportation at 301-600-1564 or complete a county work request form on Frederick County’s website: www.co.frederick.md.

Snow shoveling and plowing:

Frederick County Highway Department of Public Works and Transportation, Highway Services division provides the following information: 
  Here are some tips to follow during a snow event: 

Per county code, all County roads are designated Snow Emergency Routes. Please park vehicles in driveways and not on the roadway or in cul-de-sacs. Vehicles in the roadways or cul-de-sacs will be towed at the owner’s expense.

If you don't have access to an off-street parking area, neighborhoods can help by parking all vehicles on the same side of the street. This gives the plow more room to work.

If you shovel your driveway apron before the snow plow comes through, always place the snow on the right, facing the street. 
Stay at least two car lengths behind a snow plow for every 20 mph you are traveling; never cut between a caravan of plows that clearing the highway.

• Listen to the radio before and during a storm to see if the has been declared in Frederick County.
• Do not drive during a severe winter storm.
• DO NOT THROW SNOW BACK INTO THE ROADWAY.

And for sidewalks:
The owner of land abutting the street area in which the sidewalk has been constructed shall be responsible for ... snow removal. The HOA is responsible for removing snow from common area sidewalks and from the Clubhouse parking lot only, all public streets
